when the clocks are at the bottom half of the wheel their velocity, in the direction the wheel is travelling, will decrease while the ones at the top will increase in velocity. So time dilation will be higher for the clocks at the top so the clocks will tick slower than the ones at the bottom so that by the time the front clocks have got to the rear they will be ahead of the clocks which are now at the front

if every observer at each clock knows the time their clock has to start at, exactly, when they detect the baseball, so that every clock shows the same time or are still off then in theory yes. The problem is you cannot guarantee constant velocity. The baseballs would have to be fired in every possible direction simultaneously. There would be no point because you would not be able to translate into a system of observers in motion.

we will see the same silhouette because a silhouette is always going to be perpendicular to the motion. if we were seeing a shadow, while we are both facing the sun, then george and i would disagree and george would see a shadow with less slope
